Emmett Kelly is a partner in the Public Finance Group of Bricker & Eckler
LLP and practices in the areas of public finance and public law, emphasizing local government law, and general obligation and public purpose revenue bond financing and representation of public entities, underwriters and developers in economic development matters. He serves as bond, structuring, underwriter's, developer's or purchaser's counsel for various taxable and tax-exempt project and revenue bond financings. In addition, he serves as bond, disclosure and underwriter's counsel for both tax-exempt and taxable bonds and bond programs, including private activity bonds (IDB's), education, hospital and traditional issues.
Representative Experience
Bond counsel for Ohio’s first new community authority public offering to be structured without a developer letter of credit (used to finance infrastructure improvements such as roads, water, sewer, etc.)
Bond and special counsel for numerous economic development matters, including tax increment financing, joint enterprise development districts, enterprise zones, and community reinvestment areas
Counsel to economic development entities such as community improvement corporations, new community authorities, regional planning commissions, convention facilities authorities, water and sewer districts, and port authorities on general, economic development and financing matters Bond and underwriter's counsel for general obligation, public purpose revenue bond and note financings for municipalities, school districts, counties, convention facilities authorities and other public sector entities
Serves as bond, disclosure and underwriter's counsel for both tax-exempt and taxable bonds and bond programs, including energy, IDB, hospitals, 501(c)(3), education and traditional issues
Serves as bond and disclosure counsel for several Ohio port authorities and related taxable and tax-exempt economic development bond fund programs
Bond counsel for counties with sanitary sewer district special assessment projects
General counsel assistance to political subdivisions, authorities and agencies
