Public Sector Public Finance Higher Education, Chair Project Finance Green Strategies
Caleb Bell is a member of the Public Finance Group, the Project Finance Group, the Public Sector Group, and Chair of the Higher Education Group. Caleb’s practice emphasizes local government bond finance, community-based economic development, higher education finance, and energy finance. He has assisted local governments, underwriters, and developers structure taxable and tax-exempt financings, tax increment financings, and community development authority financings. He has advised clients on a variety of Ohio’s economic development programs, including TIFs, urban renewal programs, new community authority programs, community reinvestment area abatements, joint economic development districts, and port authority projects. Caleb also has experience in energy finance, serving as gas supplier’s counsel, underwriter’s counsel, and cities' special energy Counsel in several natural gas prepayment bond financings.
Representative Experience
Bond counsel to the State of Ohio and Ohio municipalities, townships, school districts, and other governmental issuers for general obligation and special obligation bond and note transactions
Underwriter’s counsel for financings of the State of Ohio, municipalities, port authorities and other governmental issuers
Tax increment financing counsel on a variety of TIF projects
Bond counsel and special counsel in economic development matters, including tax increment financing, urban renewal programs, community reinvestment area abatements, joint economic development districts, and new community authority programs
Bond counsel for public university bond financings
General counsel to economic development entities and special purpose districts, including new community authorities, special improvement districts, joint recreation districts, and regional councils of government
Gas supplier’s counsel in two natural gas prepayment bond financings where over $1 billion of bonds are being issued to prepay a 30-year supply of natural gas for municipal purchasers and Underwriter’s Counsel and City’s Special Energy Counsel in a natural gas prepayment bond financing where over $300 million in bonds were issued to prepay a 30-year supply of natural gas for an Ohio port authority and municipality
