Sylvia Gillis is the group’s team leader in dealing with the Ohio School Facilities Commission (“OSFC”). Ms. Gillis and Jack Rosati, both partners in the construction group, have worked on more than 60 OSFC-funded projects and have been working with school districts on those projects since the OSFC was first established. Given the number of OSFC projects in which they are involved, they are in near daily contact with OSFC personnel and are familiar with the most recent programs, policies, procedures, and philosophies of the OSFC.

Their representation of school districts on OSFC-funded projects includes assisting their client school districts with all aspects of their projects from funding issues through design professional selection, bidding, contracting, trouble shooting, claims management, mediation, and, if necessary, litigation and sometimes appeal. Usually, their representation of their client school districts consists of working with the OSFC but, when necessary, they have taken positions adverse to the OSFC on behalf of their school district clients.
