H.B. 425 - Mine Subsidence
Sponsored by Representative J. Stewart (R-Athens)

Removes the current limits on mine subsidence coverage and changes provisions governing deductibles, removes the cap on the amount of reinsurance coverage that the mine subsidence underwriting association may offer, ends the annual distribution of excess moneys in the mine subsidence insurance fund to policyholders, permits a representative to be elected to the mine insurance governing board without a meeting of the members, and specifies the Ohio counties in which mine subsidence insurance must be offered in connection with property and homeowners insurance.

H.B. 331 - Mammography Screening
Sponsored by Representative Jean Schmidt (R-Loveland)

Raises the cap on the amount of benefits health care plans may provide for the expense of screening mammographies, an examination that the plans are required to cover, and provides for the annual adjustment of this cap to reflect inflation.

Limits the duration of a mutual insurance company's lien on property it insures to five years from the date of filing.

H.B. 282 - Insolvent Insurance Companies
Sponsored by Representative Larry Flowers (R-Canal Winchester)

Lengthens the time period during which the liquidator of an insolvent insurance company may void certain preferential transfers of property by the company to a creditor. Also creates a Medical Liability Underwriting Association.

H.B. 281 - Health Insuring Corporations
Sponsored by Representative Earl Martin (R)

Changes the assets that are considered to be admitted assets for purposes of meeting the statutory minimum for health insuring corporations, provides for criminal and financial penalties for persons establishing or operating unlicensed insurers, and amends provisions governing the issuance of certificates of compliance to insurers.

S.B. 187 - Deferred Annuities
Sponsored by Senator Scott Nein (R-Middletown)

Adopts a new formula for determining the minimum nonforfeiture value of an individual deferred annuity, requires insurance companies to obtain the Superintendent of Insurance's approval prior to deferring the payment of a cash surrender benefit, prohibits the delivery or use of an annuity contract and its related endorsements for thirty days after the form of the contract or endorsement is filed with the Superintendent, unless earlier approved by the Superintendent, to allow immediate appeals of final orders of courts pertaining to the constitutionality of provisions of Am. Sub. S.B. 281 of the 124th General Assembly, and differentiates provisions for the cancellation, termination, and nonrenewal of policies of medical malpractice insurance from those provisions regulating other policies of insurance, and to amend the version of section 3915.073 of the Revised Code as results from this act two years after the act's effective date.

S.B. 43 - Prescription Drug ID Card
Sponsored by Senator Robert Spada (R)

Requires health care plans providing prescription drug benefits to use a standardized identification card or other standardized technology in the processing of claims.
