Allows employees of a city director of law to serve on a board of education for which the city director of law is not the legal adviser.

H.B. 385 - Township Law

Eliminates the requirement for a second class mailing privilege for newspapers of general circulation used for
legal publications, makes changes to the law authorizing a charge for certain multiple false alarms in townships,
increases the maximum registration fee for transient vendors in townships, allows
emergency resolutions to take effect in limited home rule townships, eliminates
the ten-year duration limit and the competitive bidding requirements for township lighting contracts, authorizes
boards of township trustees to sell cemetery-related items to raise revenue for the care and maintenance of
township cemeteries, authorizes urban townships to adopt a general parking authorization plan for
subdivision entrances and certain township cul-de-sac streets, removes
the limitation on the number of additional deferred compensation programs townships may
offer to township officers or employees, and authorizes
a township to pay the proceeds from the sale of a permanent improvement into the township's
general fund under certain circumstances.

H.B. 313 - Public Funds

Reduces pledging requirements by public depositories securing repayment of public moneys; specifies
debt and other obligations of certain out-of-state subdivisions as eligible to secure repayment of
state or political subdivision public moneys; and authorizes investment of certain state, political subdivision, and
county public moneys in certificates of deposit issued by federally insured banks and
savings and loan associations, wherever located, provided certain conditions apply.

Authorizes boards of county commissioners to establish property tax payment linked deposit
programs to assist senior citizens and permanently and totally disabled citizens in paying property taxes on their homesteads.

S.B. 167 - Eminent Domain Moratorium
Sponsored by Senator Tim Grendell (R-Chesterland)
Establishes, until December 31, 2006, a moratorium on the use of eminent domain
by any entity of the state government or any political subdivision of the state to take,
without the owner's consent, private property that is in an unblighted area
when the primary purpose for the taking is economic development that will ultimately
result in ownership of the property being vested in another private person, creates
the Legislative Task Force to Study Eminent Domain and Its Impact on Land Use Planning in the State, and declares
an emergency.

Authorizes joint county juvenile detention facility districts to enter into
