Below is information on the ballot issues
proposed for the Ohio statewide November 2009 ballot.
State Issue I - Compensation to Ohio Veterans -- PASSED
Legislature Initiated Constitutional Amendment
Qualified for Statewide Ballot - March 3, 2009
In 2009, the Ohio General Assembly approved Substitute Joint Senate Resolution 1, an initative to ensure
compensation for Ohio veterans who served in the Persian Gulf War and conflicts in Afganistan and Iraq.
The Amendment to Article VIII, Section 2(r) of the Ohio Constitution mandates that the State sell up to $200 million in
bonds or other obligations to provide compensation to Ohio Veterans of these conflicts.
Veterans, their families, and surviving relatives would be eligible for benefits ranging from $50 to $1,000 per month and death benefits
up to $5,000 to the families of soldiers killed in action.
The Ohio Ballot Board approved the Official Ballot Language, as well as the formal arguments For and Against
State Issue 1 during its meetings in August 2009. State Issue 1 will appear on the November 3, 2009 statewide ballot.

State Issue 2 - Ohio Livestock Standards Care Board -- PASSED
Legislature Initiated Constitutional Amendment
Qualified for Statewide Ballot - July 13, 2009
The Ohio General Assembly, in June 2009, approved Amended Substitute Joint Senate Resolution 6 -
to create the Ohio Livestock Care Standards Board. The Board is charged to establish standards of care and
well being for livestock and poultry in the State of Ohio. The Board would be comprised of 13 members including the
Director of the Ohio Department of Agriculture and appointees representing family farms, food safety,
statewide farm organizations, veterinary medicine, Ohio consumers, and the dean of the college of agriculture from an Ohio college or university.
The Ohio Ballot Board prepared the final Ballot Language, Ballot Explanation, and the arguments For and
Against State Issue 2 during its meetings in August 2009. If approved at the November 3, 2009 statewide
General Election, Issue 2 would become effective immediately.

State Issue 3 - Casino Gambling -- PASSED
Constitutional Amendment
Qualified for Statewide Ballot - July 21, 2009
On April 3, 2009 the Ohio Attorney General informed backers of a proposed Casino Gambling Constitutional Amendment
that the petition language submitted represented a "fair and truthful statement of the proposed Constitutional
Amendment" as defined under Ohio Revised Code 3519.01(A).
On July 21, 2009, the Ohio Secretary of State certified more than 452,000 valid signatures thereby qualifying State Issue 3 for 2009 statewide ballot.
A legal challenge by opponents of the proposed Casino Gambling Constitutional Amendment was overruled by the Ohio Supreme Court, on July 31, 2009,
clearing the way for the proposed Casino Gambling Constitutional Amendment to be voted upon by Ohio voters on November 3, 2009.
The Ohio Ballot Board, during two meetings in August 2009, certified the final and official Ballot Language for State Issue 3, as well as the
formal arguments For and Against the Casino Gambling Constitutional Amendment. If approved by a majority of Ohio voters in November 2009, State Issue 3 would become effective immediately.
