H.B. 519 - School Volunteering
Sponsored by Representative Sandra Williams (D-Cleveland)

Requires parents of students enrolled in school districts to perform volunteer service for the district, grants state employees paid leave to participate in a child's educational activities, allows a nonrefundable credit against the corporate franchise or commercial activity tax for employer-paid leave enabling employees to participate in school-related activities, and requires school districts to establish mentoring programs for students.

H.B. 518 - Job Training

Requires the Director of Development to administer a grant program to provide funding to specified entities to provide training for employees in the fields of biotechnology and bioscience or any other field in which critical demands exist for certain skills.

H.B. 461 - BWC Claims
Sponsored by Representative Bill Batchelder (R-Medina)

Allows an employer to reimburse the Administrator of Workers' Compensation for the first fifteen thousand dollars of medical bills incurred in any type of workers' compensation claim rather than allow an employer to pay directly only those medical bills incurred in medical-only claims.

Prohibits discrimination under the Ohio Civil Rights Commission Law and certain other laws on the basis of military status, requires the Attorney General to appoint a staff member of the Consumer Protection Division to expedite certain cases or issues raised by a person, or the person's immediate family, who is deployed on active duty, grants certain military persons additional civil service credit, requires relevant military experience to be considered in continuing education determinations.

H.B. 308 - Immigration Status
Sponsored by Representative John Domenick (D-Smithfield)

Requires in specified situations the verification of immigration status of persons who are not United States citizens, imposes state income taxes at a rate of six per cent per annum on the compensation of specified independent contractors who fail to document such verification, and restricts the employment, transport, post-secondary education benefits, driver's licenses and identification cards, and receipt of public benefits of persons who are not legal residents of the United States.

H.B. 270 - Pensioner Reemployment

Provides that a member of the Public Employees Retirement System, Ohio Police and Fire Pension Fund, State Teachers Retirement System, or School Employees Retirement System who retires and then returns to public employment in the same position will not receive a pension while earning a salary for that employment.

H.B. 242 - Collective Bargaining
Sponsored by Representative Tom Brinkman (R-Cincinnati)

Removes any requirement under the Public Employees Collective Bargaining Law that public employees join or pay dues to any employee organization, expands the scope of unfair labor practices under that law, makes other changes in the Public Employees Collective Bargaining Law, prohibits any requirement that employees of private employers join or pay dues to any employee organization and requires public and private employers to post notices to that effect, prohibits certain actions by private employers relative to employee organization membership, and establishes civil and criminal penalties against private employers who violate those prohibitions.

Requires a health insurer and allows an employee, during the time an employee's workers' compensation claim is pending approval, to pay for services provided to care for an employee's workplace injury or occupational disease and requires the Administrator of Workers' Compensation or a self-insuring employer, as appropriate, to reimburse that health insurer or employee for expenses they paid for a claim once it is deemed compensable.

S.B. 176 - Military Employment
Sponsored by Senator John Boccieri (D-North Middletown)

Establishes specified employment rights for private sector employees in the uniformed services, permits a person aggrieved under the federal "Uniformed Services Employment and Reemployment Rights Act" to file a claim against the person in a state court, requires the clerk of the Court to give such action priority on the Court's dockets and prohibits the Court from requiring a plaintiff to pay court costs.
