H.B. 443 - Natural Resources Operations
Sponsored by Representative Joseph Uecker (R-Loveland)

Revises the statutes governing the Department of Natural Resources; makes changes to the law governing coal mining, including increasing the severance tax on coal and revising the distribution of revenue from that tax; makes changes to the law governing the mining of industrial minerals, including revising zoning provisions related to such mining; and makes other changes.

Creates the Fuel Production Task Force to study opportunities for and barriers to increasing fuel production in this state and declares an emergency.

H.B. 288 - Mineral Rights Laws
Sponsored by Representative Mark Wagoner (R-Toledo)

Revises the statute governing the vesting of abandoned mineral rights and allows the chairperson of the Oil and Gas Commission to appoint temporary members to the Commission from the Technical Advisory Council on Oil and Gas when a quorum of the Commission cannot be obtained.

H.B. 251 - Energy Efficiency Requirements
Sponsored by Representative Joseph Uecker (R-Loveland)

Requires the efficient use of energy in all state facilities based on standards developed by the Ohio School Facilities Commission, requires the Department of Administrative Services to give preference in procuring products and services to those that meet the energy efficiency guidelines set by the U.S. Environmental Protection Agency and Department of Energy, and requires each state institution of higher education that receives capital appropriations for a specific project to use energy efficient designs in the project.

H.B. 245 - State Vehicle Fuels
Sponsored by Representative Steve Reinhard (R-Bucyrus)

Requires that half of all motor vehicles purchased for state agency fleets be capable of using alternative fuels; requires that state agencies procuring vehicles give preference to qualified bidders who supply vehicles that use Ohio corn-based ethanol or Ohio soybean-based biodiesel fuel and makes numerous other changes.

H.B. 218 - Telecommunications Regulation
Sponsored by Representative David Daniels (R-Greenfield)

Revises state telecommunications policy, authorizes the Public Utilities Commission to allow alternative regulation of basic local exchange service provided by larger companies, and specifies the scope of Commission authority regarding wholesale telecommunications services, advanced services, and internet protocol-enabled services.

Authorizes a solid waste management district to exempt automotive shredder residue from the district's generation fee.

Makes changes to the national pollutant discharge elimination system program with respect to concentrated animal feeding facilities.

S.B. 265 - Air Pollution Controls
Sponsored by Senator Robert Spada (R-North Royalton)

Makes changes in the Air Pollution Control Law regarding statutory construction, the costs of compliance with rules, permits to install, air quality monitoring, best available technology, and affirmative defenses in private civil actions.
