Repeals the Check-Cashing Lender Law, establishes the short-term lender law, authorizes depository financial institutions to make short-term loans with special terms, creates a short-term installment loan linked deposit program, and expands the responsibilities of the Consumer Finance Education Board.

H.B. 481 - Auto Insurance
Sponsored by Representative Louis Blessing (R-Cincinnati)

Includes in the definition of uninsured motorist, operators who avoid liability because of a "sudden emergency" plea, prohibit uninsured and underinsured coverage from limiting or contracting certain coverage requirements, and includes uninsured motorist and underinsured motorist coverage in the current tolling of the statute of limitations due to the person bringing an action being within the age of minority or of unsound mind.

H.B. 456 - Hospital Care Assurance
Sponsored by Representative Jim Raussen (R-Cincinnati)

Establishes Ohio CARE and amends section 5112.08 of the Revised Code to limit or deny funds under the Hospital Care Assurance Program to a hospital that fails to contract with Medicaid managed care organizations and provides that these provisions of this act terminate on October 16, 2009, when section 5112.08 of the Revised Code is repealed on that date.

Requires a health insurer and allows an employee, during the time an employee's workers' compensation claim is pending approval, to pay for services provided to care for an employee's workplace injury or occupational disease and requires the Administrator of Workers' Compensation or a self-insuring employer, as appropriate, to reimburse that health insurer or employee for expenses they paid for a deemed compensable claim.

Establishes a pilot program mandating arbitration for claims of medical negligence prior to the filing of a complaint, to suspends, for nine years, sections 2711.21 to 2711.24 of the Revised Code as the sections apply to medical negligence claims, and terminates the provisions of this act ten years after the effective date of this act.
