H.B. 464 - Alternative Energy Exemption
Sponsored by Representative Roland Winburn (D-Dayton)

Exempts qualifying wind and solar energy facilities from property taxation for up to 20 years and requires payments in lieu of taxes on the basis of each megawatt of production capacity of such facilities.

H.B. 443 - Energy Use
Sponsored by Representative Ronald Gerberry (D-Austin Twp)

Creates the Energy Efficiency Stakeholder Advisory Group to review energy efficiency and peak demand reduction programs and related matters and requires the group to make a recommendation regarding its continuation to the General Assembly by December 31, 2024.

H.B. 439 - Energy Improvements
Sponsored by Representative Debbie Phillips (D-Athens)

Exempts from property taxation the cost of energy-conservation or renewable energy improvements to business property and authorizes an additional income tax deduction for the costs of such improvements if the property is sold for a gain.

H.B. 301 - Advanced Energy Fund

Replaces the current Advanced Energy Fund revenue rider on retail electric distribution service rates with a new rider that will terminate on January 1, 2025 and permits aerospace institutes to receive Advanced Energy Fund money for advanced energy projects and economic development.

S.B. 18 - Environmental Fines
Sponsored by Senator Bob Gibbs (R-Lakeville)

Requires the proceeds of fines paid by certain political subdivisions under environmental laws to be expended by the state in the county that incurred the fine or in which the political subdivision that incurred the fine is located and requires the proceeds of fines paid by private entities under environmental laws to be deposited in the General Revenue Fund.
