H.B. 596 - Prevailing Wage
Sponsored by Representative Matt Szollosi (D-Oregon)

Makes a board of education of a school district or the governing board of an educational service center subject to the Prevailing Wage Law for public improvement contracts.

Requires thermal system insulation and firestop contractors to obtain a license from the Ohio construction industry licensing board.

H.B. 491 - Carbon Monoxide Detectors
Sponsored by Representative Kathleen Chandler (D-Kent)

Requires fire extinguishers and carbon monoxide detectors in residential buildings and residential units, directs the Board of Building Standards to adopt rules that establish product and installation standards for fire extinguishers and carbon monoxide detectors, requires transferors of residential real property to disclose whether fire extinguishers and carbon monoxide detectors are installed in their property, and prohibits a transferor of residential real property from entering into a transfer agreement unless fire extinguishers and carbon monoxide detectors are installed as the bill requires.

H.B. 484 - School Facilities

Calculates an alternative equity list for fiscal year 2009 funding under the Classroom Facilities Assistance Program and the Exceptional Needs School Facilities Assistance Program for certain school districts with large one-year reductions in valuation.

H.B. 483 - Elevator Contractors

Creates the Elevator Section of the Ohio Construction Industry Licensing Board, requires licensure of elevator contractors and elevator mechanics, and makes changes to the laws governing elevator servicing and inspections.

Establishes the Ohio Home Improvement Contractor Law, deems that specified violations of the law constitute a violation of the Ohio Consumer Sales Practices Act, and provides civil remedies for owners who are damaged by a contractor who violates the law.

Sponsored by Representative Tom Brinkman (R-Cincinnati)

Removes any requirement under the Public Employees Collective Bargaining Law that public employees join or pay dues to any employee organization, expands the scope of unfair labor practices under that law, makes other changes in the Public Employees Collective Bargaining Law, prohibits any requirement that employees of private employers join or pay dues to any employee organization and requires public and private employers to post notices to that effect, prohibits certain actions by private employers relative to employee organization membership, and itions.

Requires the Department of Administrative Services to maintain a web site database including apparent low bidders who failed to be awarded a contract because they were found not to be "responsible," and requries public entities to conduct investigations when apparent low bidders are suspected of failing or fail to meet the "responsible" prong of the "responsive and responsible" competitive bidding threshold.

H.B. 114- Prevailing Wage

Requires the Ohio School Facilities Commission to reduce the state funds for a school district's classroom facilities project by twenty per cent if the district requires contractors to pay the prevailing rate of wages.

S.B. 192 - Plumbing Inspection

Permits the board of health of a health district to enter into a contract with a board of county commissioners to authorize the county building department to inspect plumbing in any type of building for which the county department is certified and permits the board of health of a health district to enter into a contract with the board of health of another health district for the inspection of plumbing within the first board's district.

S.B. 139 - Prevailing Wage
Sponsored by Senator Larrry Mumper (R-Marion)

Permits state institutions of higher education to use either single or multiple prime bidding for public improvement projects; exempts from the Prevailing Wage Law projects constructed by state institutions of higher education and projects constructed by private, non-profit organizations that receive public moneys to construct those projects; and prohibits the Ohio School Facilities Commission from approving school district projects that specify the payment of prevailing wages.
