H.B. 412 - Prevailing Wage
Sponsored by Representative Terrence Blair (R-Washington Township)

Limits the requirement to pay the prevailing rate of wages to new construction, increases the threshold that triggers the application of the Prevailing Wage Law to one million dollars, and eliminates the requirement that the Director of Commerce adjust that threshold on a biennial basis.

H.B. 385 - Elevator Contractors
Sponsored by Representative Dan Stewart (D-Columbus)

Creates the Elevator Section of the Ohio Construction Industry Licensing Board, requires licensure of elevator contractors and elevator mechanics, and makes changes to the laws governing elevator servicing and inspections.

H.B. 362 - Building Safety
Sponsored by Representative Kathleen Chandler (D-Kent)

Requires fire extinguishers and carbon monoxide detectors in residential buildings and residential units, directos the Board of Building Standards to adopt rules that establish product and installation standards for fire extinguishers and carbon monoxide detectors, requires transferors of residential real property to disclose whether fire extinguishers and carbon monoxide detectors are installed in their property, and prohibits a transferor of residential real property from entering into a transfer agreement unless fire extinguishers and carbon monoxide detectors are installed as the bill requires.

Requires contractors for certain municipally-administered construction projects and for certain state-assisted classroom facilities projects to comply with certain municipal ordinances regarding the use of local residents and businesses to perform the work.

H.B. 37 - Competitive Bidding
Sponsored by Representative Steve Dyer (D-Tallmadge)

Requires the Department of Administrative Services to maintain a web site database including apparent low bidders who failed to be awarded a contract because they were found not to be "responsible," and requires public entities to conduct investigations when apparent low bidders are suspected of failing or fail to meet the "responsible" prong of the "responsive and responsible" competitive bidding threshold.

Requires the licensure of home inspectors and to create the Ohio Home Inspector Board to regulate the licensure and performance of home inspectors.
