fail to provide medical treatment for children because of religious beliefs, limits the exemption for treatment of
mentally retarded and developmentally disabled persons, and eliminates the exception to endangering children
for persons who treat a child's physical or mental illness through prayer alone in accordance with the tenets of a recognized religious body.
