Establishes laws governing the practices of home improvement contractors and provides civil remedies for home owners who are damaged by a home improvement contractor who violates the law.

Requires the Director of Commerce to investigate a contractor or subcontractor and determine whether an alleged violation of the Prevailing Wage Law has occurred when a settlement agreement
has been entered into regarding the alleged violation.

Limits the requirement to pay the prevailing rate of wages to new construction, increases the threshold that triggers the
application of the Prevailing Wage Law to one million dollars, and eliminates the requirement that the Director of Commerce adjust that threshold on a biennial basis.

a transferor of residential real property from entering into a transfer agreement unless fire extinguishers and carbon monoxide detectors are installed as the bill requires.
