On January 14, 2019, the President signed the Water Infrastructure Improvement Act (H.R. 7279), granting municipalities new statutory tools to affordably confront expensive infrastructure challenges using Integrated Planning. Bricker & Eckler, McMahon DeGulis and Muskingum Watershed Conservancy District invite you to participate in a discussion of these tools and the integrated planning process at this public infrastructure training event.

1:00-1:45 p.m.
Environmental/Integrated Planning
McMahon DeGulis LLP attorneys Lou McMahon and Greg DeGulis will discuss strategies for developers and public entities to integrate Clean Water Act capital investments with other community objectives under the new Clean Water Act Integrated Planning provisions. Topics will include utilization of green infrastructure and integrating innovative stormwater approaches to regulatory compliance, brownfield redevelopment cost recovery, and grants available in the new BUILD Act. Boris Slogar of the Muskingum Watershed Conservancy District will provide an update on its “Partners in Watershed Management” grant program.

Construction: Procurement and Best Practices for Public Infrastructure Projects
Bricker & Eckler attorneys Mark Evans and Ben Hyden will discuss procurement options and procedures for the design and construction of public infrastructure projects. Topics will include strategies for determining the best procurement model for your infrastructure project; procedures for procuring a Construction Manager at Risk or Design-Builder; and best practices for the selection of design professionals.

2:30-3:15 p.m.
Finance: Financing Options for Public Infrastructure Projects
Bricker & Eckler attorneys Katie Johnson and Matt Stout will discuss financing options available for public infrastructure projects. Topics will include debt limitations, types of debt and non-debt options, and post issuance compliance responsibilities after the issuance of debt.
