Bricker & Eckler attorney Dylan Borchers attended the 125th Annual Meeting of the National Association of Regulatory Utility Commissioners (NARUC) in Orlando, Florida, from November 17-20, 2013. NARUC, founded in 1889, is a nonprofit organization that represents the state public service commissions, which regulate the utilities such as energy, telecommunications, water and transportation.

This year’s theme was “Managing Risk: Protecting Consumer and Critical Assets.” The program included multiple sessions and committee meetings in the areas of water, electricity, gas, telecommunications and consumer affairs. The Electricity Committee held sessions on topics such as clean coal and carbon sequestration, FERC Order 1000, and recent developments in net-metering and reliability issues associated with the generation sector. A primary topic addressed in the Gas Committee included developments in federal pipeline safety regulations. Public Utilities Commission of Ohio Chairman Todd Snitchler moderated the panel: "The New Frontier: The Environmental and Economic Implications of Carbon Restrictions."
