Served as bond counsel to an Ohio community college for its first issue of general obligation bonds approved by the Ohio county voters in a $300 million voted bond issue dedicated to financing a phased-in update to the classrooms, labs and educational facilities necessary to provide students with the technology, skills and opportunities needed to succeed in the workforce.
Resolution of civil rights charges against city and police officers
Represented a municipality and police officers sued for civil rights violations nearly two years after an allegedly unconstitutional traffic stop. The federal lawsuit and the disciplinary issues as to the police officers were resolved following negotiations in court and with the police union.
Public entity embezzlement investigations
Counseled a municipality through a series of special investigations arising from employee embezzlement. Developed a strategy for addressing unlawful communications between city council and former city employees, and advised on a number of public records, open meetings and ethical issues.
Age discrimination claim settlement
Represented a public transportation system against a claim of age discrimination following a large-scale corporate realignment. Successfully negotiated a settlement prior to undertaking costly discovery.
Municipal collective bargaining agreement
Represented city in a politically charged case involving questions of government separation of power and authority following a municipal court judge’s ordering of the city’s finance director to pay wage increases and union dues pursuant to a collective bargaining agreement negotiated without approval from city council.
Construction procurement training
Present internal client training to key organization representatives, project managers and in-house counsel relating to construction bidding and procurement laws and best practices.
Task order construction manager at risk agreement
Prepared the requests for qualifications, requests for proposals and specialized contract documents for task order construction manager at risk arrangements for public and private entities including hospital systems and library systems.
Library renovation and new construction projects
Prepared procurement and bidding documents and negotiated contracts for architects, construction managers at risk, and general contractors for renovation and new construction projects for libraries, including projects involving multiple branches. Construction values ranged from less than $100,000 to $20 million.
County jail renovation and new construction projects
Assisted with the selection of project delivery models and prepared request for qualifications, request for proposals, design professional agreements and construction contract documents for a variety of new build and renovation projects for county jails. Project delivery models included construction manager at risk, design-build and general contractor. Project values ranged from $3 to $50 million.
