Robert H. Katz

Robert Katz's practice covers insurance law and regulation, as well as general corporate and administrative law. His typical clients include both domestic and foreign insurance companies who are doing business or seeking to do business in Ohio. Robert also works with clients seeking to enter the business of insurance. He offers four decades of varied and practical insurance experience.

Upon graduation from law school, Robert worked for the Ohio Department of Insurance for more than seven years. During that time, he achieved the Director of Insurance appointment (1982-83) from the governor after starting as attorney. While at the Ohio insurance regulator’s office, he advised the administrative division of the agency. He held, in turn, each of the administrative offices culminating with his appointment as director, including a period in which he was the chief of the investigative office known in Ohio as the “Insurance Warden.” He also served as a Department Hearing Officer for health care rate and compliance hearings.

From 1983 to 1990, Robert was in the legal office of the J.C. Penney Casualty Insurance Company, holding the title of VP Secretary and Counsel of the personal lines Ohio domestic insurer. He oversaw its compliance with state licensure throughout the United States, including its admission to new state jurisdictions. Robert also oversaw the wind up of the company as it exited the insurance business by a countrywide transfer of its insurance business.

Following the end of the J.C. Penney Casualty Insurance Company, Robert returned to the Ohio Insurance Department as the chief counsel of the agency, holding this position until 1997. He managed the legal function of the agency’s company admissions procedure during a period of expansion of interest of the insurance industry doing business in Ohio. He also represented the Ohio regulator within the national regulatory community. He frequently attended the National Association of Insurance Commissioners (NAIC) as an Ohio representative to the organization. This included offering testimony on insurance regulation proposals as well as developing model insurance laws and regulations.

Since 1997 Robert has been Of Counsel to Bricker & Eckler, assisting the firm’s insurance clients with regulatory matters in Ohio and nationally. His practice involves insurer compliance with admission to the state, compliance with rate and form filing issues, and general advice regarding proposed legislative and regulatory developments. He has assisted insurers with expansion activity coming into Ohio via redomestications as well as consolidations out of Ohio to structure a more efficient organization. The practice includes the preparation and filing of Form A’s. Robert has assisted insurers with both primary and expansion application using the UCAA format developed by the NAIC.
