Matt has a strong foundation in real estate, corporate transactions, regulatory compliance, and civil litigation, making him well suited for navigating the legal complexities of public finance and economic development.
Matt Mullins is an attorney in the firm’s Public Finance Group, based in the Cleveland office. He advises state and local governments, underwriters, and private stakeholders on complex public finance transactions and economic development initiatives, with a particular focus on structuring projects to achieve both financing and policy objectives.
Matt’s practice includes work on a wide range of deal structures, including tax increment financing (TIF) transactions, tax abatement arrangements, and Property Assessed Clean Energy (PACE) financings across the country. He also has experience with the formation and governance of New Community Authorities (NCAs), including advising on organizational structure, board governance, and ongoing compliance matters. His work regularly involves drafting and negotiating transaction documents, conducting due diligence, and advising clients on regulatory and strategic considerations.
Matt’s multidisciplinary background - spanning transactional, regulatory, and litigation-related work - enables him to navigate the legal and practical complexities of public-sector projects. He draws on prior experience that includes transaction structuring, SEC filings, regulatory advisories, and litigation support, allowing him to provide practical, solutions-oriented counsel to clients.
Matt is particularly passionate about working with local governments and contributing to projects that create long-term value in communities. He is actively involved in the legal community as a Director of the Cleveland Metropolitan Bar Association and serves as Chair of its Young Lawyers Section - the organization’s largest section, representing more than 400 practicing attorneys.
Originally from Nebraska, Matt remains a loyal Cornhuskers fan - despite the occasional rebuilding season.

Outside The Office
Matt is currently the chair-elect for the Cleveland Metropolitan Bar Association’s Young Lawyers Section. He also serves on the Board of Directors for the Northeast Ohio Association of Financial Professionals. Matt enjoys giving back to the community by volunteering at the Cleveland Food Bank and at local high schools as a 3Rs instructor. In his spare time, Matt enjoys going on runs with his dog, hiking, boating, and cheering on the Nebraska Cornhuskers.
