On March 2, 2010, President Obama signed into law H.R. 4691 that extended through March 31, 2010, emergency unemployment benefits and the eligibility period for the COBRA subsidy for certain eligible laid off workers. The original legislation had expired February 28, 2010. The Senate passed the measure by a vote of 78 to 19. Sen. Jim Bunning (R-Ky) had placed a hold on the legislation for several days last week arguing that the Congress had not determined how is would pay for the approximately $10 billion cost of the measure.
