On April 23, 2020, Kentucky’s Public Health Commissioner outlined the state’s plan for Phase I of a gradual reopening of non-urgent health care services that were suspended by virtue of the Governor’s March 23 executive order. Officials emphasize that the reopening of health care services must be gradual and must not be a return to business as it was conducted before the pandemic. Further, the permitted services may be rolled back if the state sees new surges of the virus. The services that will be permitted beginning Monday, subject to limitations that Dr. Slack outlined, are non-urgent healthcare services, diagnostic radiology and lab services in:

• hospital outpatient settings
• healthcare clinics and medical offices
• physical therapy settings and chiropractic offices
• optometrists
• dental offices (but with enhanced aerosol protections)
