This series will cover best practices for writing investigation reports and decisions in Title IX cases that comply with current regulatory requirements. Each training will take place across two days. The initial sessions will cover topics including the role of an investigator or decision maker, best practices for writing compliant reports, and how to successfully capture and incorporate relevant information. Session two of each training will take a deeper dive into this interactive series, with the review and discussion of a mock interview summary during the Investigation Report session, and the review and discussion of a mock hearing decision during the Decision session.

NOTE: Attendance at these trainings is limited to employees of Ohio higher education institutions and other individuals who provide services to those institutions. Individuals who are unaffiliated with an Ohio institution will not be permitted to attend without prior approval.


Best Practices for Writing Title IX Investigation Reports

Dates: Monday, June 8, 2026 & Monday, June 22, 2026

This two-session writing workshop is designed for Title IX investigators to strengthen the clarity, organization, and neutrality of their investigation reports. Using a practical approach, participants will focus on drafting reports that are thorough, neutral, and aligned with Title IX requirements.

During Session One, participants will focus on foundational report-writing skills, including:

  • The role and responsibilities of the Title IX investigator

  • Best practices for writing clear, compliant investigation reports

  • Strategies for capturing and incorporating details, evidence, and feedback in their reports

  • Introduction to a take-home exercise involving the review and editing of a draft interview summary

Interactive Session Two includes:

  • Group review of mock interview summary

  • Using interview summaries and transcripts to build a cohesive investigation report

  • Best practices for reviewing and issuing final investigation reports

This two-session workshop is designed for Title IX decision-makers responsible for drafting written decisions following a hearing. The training will emphasize best practices for preparing clear, well-reasoned decisions that effectively apply findings of fact to institutional policy.

During Session One, participants will explore the core components of effective decision writing, including:

  • The role of the Title IX decision maker

  • Best practices for writing compliant Title IX decisions

  • Capturing and incorporating information presented during the hearing

  • Introduction to a take-home exercise involving the review and editing of a draft hearing decision.

Interactive Session Two includes:

  • Group review of draft analysis

  • Incorporating findings of fact and policy analysis into a clear written decision

  • Best practices for reviewing and issuing final Title IX decisions
