Overview

Dylan has represented developers of more than 12,000 megawatts of new electricity generation capacity in Ohio and Kentucky, including natural gas combined‑cycle facilities, utility‑scale wind farms, utility‑scale solar projects, and battery energy storage systems. He advises clients throughout the full project lifecycle—from early siting and regulatory strategy through contested adjudicatory proceedings, project financing, and post‑certificate compliance—and has played a leading role in some of the region’s most significant energy infrastructure developments.  In connection with these projects, Dylan regularly supports project financings, working closely with lenders, tax equity investors, developers, and internal deal teams to address regulatory risk, permitting conditions, and allocation of responsibilities across transaction documents. He frequently serves as quarterback for cross‑disciplinary teams, coordinating regulatory, real estate, environmental, corporate, and tax advisors to align permitting strategy with commercial objectives and transaction timelines.

In addition to large‑scale generation and storage projects, Dylan is actively engaged in the evolving behind‑the‑meter and distributed energy landscape. He advises clients on emerging project structures and commercial models involving customer‑sited generation, co‑located storage, and on‑site energy solutions serving municipal, institutional, and commercial loads. His work in this area often involves navigating siting jurisdiction, utility regulation, interconnection, and regulatory risk as new technologies and business models develop within Ohio’s statutory and regulatory framework.

Dylan also represents a wide range of energy market participants, including trade associations, municipal aggregators, electric vehicle charging companies, and energy suppliers. He regularly appears on behalf of clients in adjudicatory hearings, rulemakings, and policy proceedings before the Public Utilities Commission of Ohio and other regulatory bodies, and advises on regulatory compliance and policy matters affecting advanced energy and infrastructure development.

Before joining Bricker Graydon Wyatt, Dylan worked in management consulting with Accenture, where he supported large‑scale technology and organizational transformation initiatives. He was also commissioned as an officer in the United States Army and received his honorable discharge in 2008. Dylan is active in pro bono service, with a particular emphasis on providing legal assistance to veterans in need.
