Victoria Bowser brings the perspective of both in-house counsel and private practice to guide clients through every phase of high-value construction and development projects.

Victoria Bowser is Of Counsel in Bricker Graydon Wyatt’s Cleveland office and a member of the firm’s Construction Practice Group. She brings extensive experience advising public and private organizations on complex construction, infrastructure, finance, and real estate matters. Drawing on years of in-house and private practice experience, Victoria helps clients successfully plan, structure, and execute large-scale capital projects while managing legal, regulatory, and operational risks throughout the project lifecycle.

Prior to joining the firm, Victoria served as Senior Associate General Counsel – Director of Insurance for a major public health system, where she advised on all aspects of construction and capital development. Her work included counseling project teams on delivery method selection, procurement strategies, contract negotiation, risk allocation, and project governance. She regularly negotiated and drafted agreements with architects, engineers, contractors, construction managers, design-build firms, consultants, and vendors, while also advising on project issues such as scope changes, claims, delays, payment disputes, warranties, code compliance, and project closeout. In addition, Victoria developed procurement policies and standard contract documents, provided training to internal stakeholders, and collaborated closely with executive leadership and governing boards on strategic planning and risk management initiatives.

Victoria's practice also encompasses real estate, finance, and health care regulatory matters. She has advised clients on property acquisitions and leasing, Stark Law and Anti-Kickback compliance, Medicare and Medicaid reimbursement, provider-based compliance, managed care, hospital licensure, insurance, bond compliance, and financing arrangements involving public and private funding sources. She also served as general counsel and corporate secretary for an affiliated development corporation and acted as legal advisor to board committees responsible for facilities planning and finance.

Before moving in-house, Victoria spent more than a decade in private practice concentrating on public finance and infrastructure projects. She represented governmental issuers, borrowers, developers, lenders, trustees, underwriters, and nonprofit organizations in complex bond financings, including economic development, tax increment financing, general obligation, and revenue bond transactions. Her broad background in construction, finance, public infrastructure, and health care enables her to provide clients with practical, strategic guidance on sophisticated development and capital improvement projects.
