Overview
Margaret Young Levi is a seasoned attorney who advises health care organizations on data privacy, cybersecurity, and regulatory compliance issues critical to patient care and day to day operations.
Margaret Young Levi is a member of the firm’s Health Care Service Team and focuses her practice on data privacy, cybersecurity, regulatory compliance, and patient care matters for health care organizations.
Margaret has over thirty years’ experience advising hospitals and other health care providers on a broad range of regulatory and compliance issues affecting health care operations. As former general counsel for a hospital system, she gained broad experience in a wide-range of the operational and legal issues that hospitals face.
A significant portion of her practice is devoted to data privacy and cybersecurity, including counseling clients on compliance with HIPAA and the HITECH Act, information blocking requirements, and state data privacy and breach notification laws. She assists clients in developing and implementing privacy and security programs, record retention policies, and breach response strategies, and regularly drafts and reviews HIPAA business associate agreements for covered entities and business associates.
Margaret also advises health care clients on complex fraud and abuse matters and works closely with clients to structure transactions and operations to comply with the Stark Law, the Anti‑Kickback Statute, the False Claims Act, and related state and federal laws. Her experience includes helping organizations design and implement corporate compliance programs tailored to evolving regulatory requirements.
In addition, Margaret negotiates, drafts, and reviews agreements on behalf of health care clients, including managed care contracts and clinical trial agreements between industry sponsors and health care institutions. She advises providers on patient care and risk management issues, including EMTALA, end‑of‑life matters, and applicable standards of accreditation, and assists clients with state licensure and Medicare and Medicaid certification. Her work also includes regulatory due diligence in connection with health care mergers and acquisitions.

Representative Matters
- Margaret Young Levi frequently advises health care providers, health plans, and other clients on data privacy and cybersecurity. She has drafted policies and assisted clients with implementing privacy and security programs for compliance with HIPAA/HITECH, information blocking, and state data laws. She has helped clients develop record retention programs. She assists clients in responding to data breaches under HIPAA or state data breach laws. She has also drafted and reviewed countless HIPAA business associate agreements for covered entities and business associates.
- Margaret counsels health care clients regarding complex health care fraud and abuse issues and helps clients structure transactions to comply with the Physician Self-Referral (Stark) Law, the Anti-Kickback Statute, the False Claims Act and similar federal and state fraud and abuse laws.
- Margaret works with clients to proactively implement programs, policies and procedures to comply with new and emerging laws, regulations and standards that are tailored to the clients’ needs.
- She negotiates, drafts and reviews various agreements on behalf of clients, including managed care contracts and clinical trial agreements between industry sponsors and health care institutions.
- She advises health care clients with patient care and risk management issues.
- She assists clients with state licensing and Medicare and Medicaid certification, including assisting with state pharmacy board licensure for the manufacture and distribution of medical devices and home medical equipment.
- Margaret also assists with due diligence in connection with the acquisition of health care companies.

Outside the Office
Margaret is an artisan silversmith who enjoys making jewelry. She can often be found in her garage studio using a hammer and a torch to turn natural materials, like sterling silver, copper, and semi-precious stones, into wearable art.
Margaret also strongly believes in giving back to her community through volunteering and serving on local nonprofit boards in her hometown of Danville, Kentucky. As an artist, she has volunteered and worked with her local museum and art organizations. She is also an avid reader, and she has served on the boards of state and local library organizations.
